what is the different bitween non mc and mc model?

what is old boot rom and new boot rom?

some says if we unlock and jail break new boot rom with mc if we turn off the phone the phone will locked again.is it true? is it aplicable for all 2g,3g,3gs phones?

pls reply me experts?
