Why do some unlocked iphones need to be connected to iTunes with new sim?

I have a few unlocked iPhone 4/4s and some of them when I put in a new sim card, it automatically connects to the carriers. Others it says "NO SERVICE" until I connect it to iTunes and then it actives it and then its has service.

Why does it do that?

Anyway to make it automatic and not have to connect to iTunes?

Apple use Signing technology for his firmware flashing and unlocking..
When They stop signing a old version you can't flash that , same like that if u want to use new sim you have to sign the code from apple server but in most of the case phone works without connecting to itune or wifi
Nvm , If device ask for activation , you have three ways to activate
itune
wifi
cellular data of same sim card
If you want apple to be same as others then why not buy a Nokia Lumia or Blackberry device instead of iPhone
Hope i answered.

No I think you are all confused.

I have 2 UNLOCKED iPhones 4.

1) I have a Virgin sim card inside the phone, I take out the sim card and put in a ROGERS sim card in the phone. A few seconds later, it connects to the rogers network.

2) I have a Virgin sim card inside the phone, I take out the sim card and put in a ROGERS sim card in the phone. A few seconds later, it says " NO SERVICE". I have to either connect it to iTunes OR reset the firmware and activate it again.

Why isn't 2) like 1)
