Dual Sim Phone not responding please help with a fix

We have a faulty n83 touch screen dual sim phone.

When we touch the bottom part of the screen the phone vibrates but does not repond to the touch.
Therefore we cannot go into the settings menu to realign the screen.
It responds to touch by vibrating but does not allow you to click the icons.
The top half of the screen works ok.

The phone is the same as the one seen in the webpage below.

I am more than willing to pay for a repair so long as charge reasonable.
