Lot of servicers around the world don't have problem for unlocking HTC, Alcatel phones - b`coz they can pay or calculate for unlock codes. In my country and neighberhood all operators change factory codes -.-

Open LGeTool, Choose HTC, Choose model One V - press on tab: Cable Micro SD.
Also all instructions are here, need some trick's and + if ur phone after reading phones stuck on black screen press power and both volume down + volume up for 30 seconds to restart/reset from that state. No need to open and remove battery.

1. put memory card micro sd 4gb in card reader
2. follow lg e tool operation
3. solder 2 wires and conect to power supply, set to 3v
4. put memory card in phone and try to power device, not in download mode/hboot mode - just press power - than will shown NOTHING just wait about 30 seconds
5. after that remove memory card from phone and put again in card reader and follow next instruction
6. after few seconds LGeTool will make calculation and give ur correct codes for unlocking.
7. but phone is stucked, press volume down + up and power about 1 minute and phone will restart/swtich on

tommorow i will post picutre of modifed memory card, but i think that this is no needed - it's very simple
