i have format my pc and install lgtool 2.46 and try to open it says this message

You don t have appropriate license file for the current smart card(serial xxxxxx).
Would you like to download license file now? (Internet connection should be established)
then i say yes it says invalid server reply

before it working perfect after format my pc i have face this problem

Always make backup of every server base license. Seems their server is down. .. just wait.

what is the license file format and what is the path of file please

file format should be *.lic. its located in LGE Tool folder.
