If phone is Blacklisted, Check this on Settings:Signed Mode, Enable Alt Bypass, Patch OTP, Allow change Imei then Unlock/Repair.

Isnt blacklisted ... has all locks closed, can be unlocked by testpoint or using CSCA unlock (server and credits)
