you just need test card to unlock that phone using setool, because it is need to enable alternative security bypass, or just provide simcard which the phone network has been locked.

have setool but dont have test card is there any other way to unlock it

ask the simcard from the customer that has been used them with that phone before. or you may find simcard if you knew already which network has been locked. because you need to power on the phone completely just to enter phone mode.
