XPERIA U20i unlocked with setool but no network

I unlocked xperia u20i but it does not have signal for network,and now customer complains. please any body have got the solution for this problem.
i have tried to flash it but the same problem

i did select
signed mode
alternative bypass
unlock instead of user code reset
