Paypal Recipient Error

Hi, im trying to renew my license but when i try to purchase it paypal gives me this error message.

Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds.

Its important that i renew my support so any help will be greatly appreciated.
