1. first unlock bootloader reach on google

2. ROOTED with kimgo or vroot or another tool

3. Use the modified HtcOMADM_SPCS [MOD] SIM UNLOCK for 4.3 | Sprint HTC One | XDA Forums flash in recovery

Android Terminal Emulator 1.0.65Android Terminal Emulator (Android) - Télécharger

. Type "su" (excluding quotation marks) and grant it superuser permission
Type "am start com.redbend.vdmc/com.htc.omadm.test.TestMainActivity" (excluding quotation marks)
You will get menu on your HTC
In that menu, select "API", then scroll down 'till almost end and select "simlock"
Reboot the phone and hopefully it would accept GSM SIM
Enter *#*#4636#*#* in your dialer
In the phone information section(the first one) set preferred network type to something that is GSM specific: "WCDMA Preferred", for example. The phone will switch to GSM mode

can i unlock as in above procedure

S-OFF today can get only with "SunShine.Apk" , (payment option), or by Java Card.

But i've tested also with S-ON Sprint with you Hboot and have gain Unlocked with Teminal Emulator or more good with Deodex Sense based Rom and Apk unlocker, (most complicate of to be S-OFF), try and see if are able to gain you Unlock Sprint M7

the error above is about apk is not replaced or maybe you not set permission ?
if you done everything correctly better downgrade it to 1.54.651.X and do it again.

that error solved-now last step simlock option not open is my problem-i think it due to not downgrade hboot -logs as below

Flash first HtcOMADM_SPCS.zip as is writen here to be possible to execute terminal commands ...

and install Apk., (if you are in Original Sense Rom) or .Zip, (if you are in DEODEX ROM), and since you are just S-OFF downgrade this install 4.3 Sense then after phone is unlocked you can upgrade with any other more high SENSE ROM, if you install one NO-SENSE or SENSE BASED ROM you turn back to lost you unlock...it's all
