First flash latest firmware.zip from any of OTA,then try to flash your phone with ruu.

i am also facing the same problem with htc m7_ul and mine is s-off and cid-1111111 and model is PN0712000 and tried RUU RUU_M7_UL_K44_SENSE55_MR_Cingular_US_4.18.502.7_R1 0_Radio_4T.24.3218.09_10.26.1718.01L_release_35656 5_signed_2.exe
also tried this zip
PN07IMG_M7_UL_L50_SENSE60_MR_TELUS_WWE_7.17.661.52 _Radio_4T.35.3218.16_10.33Q.1718.01L_release_46020 9_signed_2_4_2.zip
but it asks for making fones bootloder locked while my phones bootloader is already relocked. and if i flash this zip with Y cable then after written parsing it stopps. And i also tried custome recovery in there it sqays unable to mount system, data etc....
I am confused wat to do/
