HTC M8 no OS or recovery - need fix


I have an HTC M8 which appears to have corrupted OS and recovery partitions. This is a Verizon phone. Locked and S-ON. My goal is recovery of pictures from it.

I have access to fastboot and hboot but nothing else. Choosing "recovery" causes reboot back to fastboot. Choosing "factory reset" causes reboot back to fastboot.

Attempts to use the fastboot flash zip or fastboot flash recovery commands result fail with either FAILED (remote: not allowed) or FAILED (remote: signature verify fail)

I have attempted to load an image from the SDcard, but each line fails with FAIL-PU.

I may not be using the correct RUU or recovery images.

How can I restore recovery or OS to gain access to ADB and internal storage ?

Do you make a try to unlock bootloader? Is there an error also? These Verizon M8 are hard to find shipped ROM-s

I tried to unlock the bootloader by going through the htcdev website, but because it is a Verizon phone they won't provide the unlock code.
