Try This File

Original STOCK file to flash the HTC One M9

You can flash throu fastboot or change the name of the file to 0PJAIMG.ZIP and put it in SDCard and load Bootloader

S-Off is Required with Eurpean CID

Go into fastboot
type
Quote:

*If Not Work Original STOCK file
*Try This Way

*Fast Unlock Your Phone Bootloader manual
*Download Twrp Recovery.Link or Link
