Step 1 Ensure the Blackberry Desktop Manager is installed.

Step 2 Download the file policy.bin and save it or replace existing policy.bin with downloaded policy.bin above in your Blackberry installation directory
(C:\Program Files\Research In Motion\BlackBerry).

Step 3 Wipe your Blackberry using CrackUtil or BBSAk, they both use the same RIM program to do the wipe, creating a backup if necessary.

Step 4 You need to Download and install the latest Handheld Software and don’t forget to delete the vendor.xml before reinstall your blackberry os, file located in C:\program files>common files>research in motion.
Connect your device, open the Desktop Manager, select Application Loader, and follow the prompts to reinstall the os on your BlackBerry.

I've used this on my Curve 9360, and it works!

Once complete, the Options/Security screen on your Blackberry should not contain references to an IT Policy, you should now be able to change all settings (including password prompts), and install Third Party Applications.

use as is, and am not responsible for data loss, or BlackBerry corruption! Also, you could get dismissed for doing this!
Good luck..
