dats some possibilities.

1. Phone are not unlocked, and u put another sim card.
2. Simcard has no service
3. blocked service. if u unlocked it, you can still useing another sim card

The phone is locked to another carrier (another mobile company). Unlock it first.

If you have already unlocked it, it is most likely banned (stolen).

I encountered this only as network/operator related feature disabling

Like temporarry service disabling due to cell phone number portability.

(When your SIM is temporary or permanently disabled beacouse of switching providers, but keeping old phone number.)

P.S. Sim ALWAYS connects to gsm infrastructure, but sometimes some things are disabled and some handsets manifest it differently.

"SIM not provisioned" means there is no MSISDN or Mobile on it.

Same problem here, i just bought the unlock code for blackberry 9800, after entering code was accepted, then it gives a message sim not provisioned 2, how to solve this problem

are sure ur card still active?
try remove IT Policy.

its Weird problem, but i did many things , WIPE DEVICE, NUKE DEVICE, RESET IT POLICY, FLASH WITH AUTOLOADER, but fone was always SIM NOT PROVISIONED 2,

then i gave up hope,

i left fone for 3 to 4 hours with sim card, then i just found it with network

, receiving calls

.so now i dont know which process solved the problem

, or there was no problem at all

,maybe fone just needed time to register network

, I really dont know

but now fone is working very well with network
