go to

options/device/advanced system settings/sim card/here open (show keypad) hold alt key (aA) and type mepd

see the screen
1.sim disabled
2.network blocked
3.network subnet disabled
4.srvice provider disabled
5.corporator disabled

your phone is blocked

MEP2 type not response on OS7
Just put invalid simcard and restart ur phone,

You will get network notification like' "Do you want to unlock your phone"

This come under mep 0 and blocked phone see the solution for mep0 and blocked 9860

blocked phone will not respond for notification it will show on restart the notification but when you select any one command on it will not respond the device will be ideal ......

If network is blocked i'm sure it didn't appear notification massage after put an locked simcard .
