Blackberry 9900 not receiving incoming sms

OS 7 7.0 v7.0.0.579 platform 5.0.0.735

i have change many sim like Airtel Vodafone, call service provider also, sim work in another phone but not work in this bb9900 cant received gsm sms,
all Setting ok in sms center number (DATA Coding 7Bit) network to send Over (circulate Switched) check in option security firewall option also
have wipe phone, update firmware also from desktop Manager

But my problem Not solved...

Pls Help....
