Permanent solution is done by 2 ways,
Hardware: replace internal storage nand flash.
Software: disable internal storage by modifying mem config, no need to open the phone .

9900/9930 defective mainboards
I have encountered about 100 of these phones where they won't load all the way, blinking led, etc..
I recently fixed one by banging it on a table. In the palm of my hand slammed it on the table. On a scale 1-10 10 being you will need to go to the hospital, 8 break the phone, I hit it with a 6.
Connected to DM, loaded software and good to go.
Obviously this is a last ditch attempt solution.
9900/9930 have manufacturing problems. There are a bunch of threads on here about how to fix but they do not work.
