whats the MEP counter? check your phone is MEP0 or not

and you tried these methods also. right?

Code:
1) From the menu go to Options > Device > Advanced System Settings > Sim Card
2) From the "Sim card" screen press the button: M E P D
3) The screen that will be opened is the "SIM card Personalization Screen", you will see there are the SIM locks of your Blackberry.
If the "Service provider" is active - hold the [ALT] key and type MEP4
if the "Network" is active - hold the [ALT] key and type MEP2
4) a request for the unlock code will be displayed, type the unlock code and press enter.
or

Code:
Note: In some instances some Blackberry curve 9220 were not ask for "NCK/SPCK/SP Code" - enter the unlock code anyway.

1.Insert any SIM card
2. Turn off all wireless connections
3. Go to Options
4. Select Advanced
5. Select the SIM card
6. Keyboard display the selection menu hit (only if the touchscreen phone)
7. MEPPD type (you will not be able to enter information to see)
8. Enter mepp2
9. Now it will say Enter Network MEP Code
or
7. Type MEPD (you will not be able to enter information to see)
8. Enter MEP2
9. Now it will say enter the code MEP2 network
10.Enter unlock code:)
