anyone can help me about blackberry 8520 curve

when dialling it say"

SORRY, ONLY EMERGENCY CALLS ARE ALLOWED.

any idea for this kind of problem.
any idea is highly appreciated.

try...full flash with update version .....than all is ok ....tested other 2 model blackberry..........
