Blackberry 9700 signal problem


Hi have a bb9700 that came in for liquid damage repair. Everything is working now, but network is very low. Can i fix this with radio lab tool?
I allso have a bb9000 with power consumption problem. When i put in a full battery, it shows about 60 percent full. What can i do?
Already wiped both phones and reloaded software.
