Blackberry Q5 this os version is blocked from device

someone upgraded a q5 to version 10.3.2 and it started acting up. they tried downgrading it but all to no avail and finally it was brought to me, i tried but couldn't downgrade it so i used SIC MULTIWIPE V1.3 to wipe it clean, after that it now ends with the below result whenever i tried installing an autoloader to it.
G:\KAINO\Folders\hp lappy\BB>10.2.1_B3247_Q10_Q5.exe
