Facebook app needs BIS, like BBM and messengers apps.
I got my 9300 to connect to BIS over wifi for a month now without paying to my carrier, all you need is to have at least paid for BIS over mobile network once then do the following while you are connected with voice over your carrier and your access point over wi-fi

Go to options -> advanced options -> host routing table if you are on OS5
Or options -> device -> advanced system settings -> host routing table if using OS6
Not sure about OS4 but guess its just like 5

Hit the blackberry button and choose "Register now" and do it only once
Then wait till you receive a message stating that your handheld was registered with the wireless network then do a battery pull and it should work with BIS over wi-fi

If it didn't work then I don't know, maybe because when I used to have paid for BIS and it was just connected to wi-fi automatically if avalaible have got something to do with it.

Anyhow, if it didn't work, just keep doing the register now thing once each two hours till you get it to work and remember to do the battery pull!

Anyway try it and post whether it worked or not!
