I have an IMEI problem for my bb pearl 8100

My vendor is Turkcell in Turkey. I bought the phone from USA. According to the laws i had to register my phone imei number in one month. But i couln't do it. So the central system locked my phone. Now i can't use my phone. I want to change the imei number but I don't know how? Can you write a solution for this problem.... Thanks anyway ...
