MEP2 input box does not appear!

I've noticed other threads on this matter and I've also that no one had a real solution. I've tried everything everyone has said, using MEP1 MEP3 Mep4 and so on, and nothing has worked. After pressing MEPD i see that the network is ACTIVE meaning it's still locked to AT&T. MEP2 does NOT bring up the unlock code input box. PLEASE PLEASE SOMEONE HELP!

the device is Blackberry 9810
It's OS version is 7.0.0 Bundle 2404

i currently am using an unlocked bb9810 Rogers brand. I used the sim card i currently use for that phone (simplemobile) in the AT&T LOCKED phone and it still nothing appears after pressing MEP alt E. Beside the word network shows ACTIVE. it is not blocked. it is a brand new phone and just needs to be unlocked. please keep sending me suggestions. i really appreciate it! thank u

Input box does not appear because all 10 attempts left gone. Search mep0 solution.
