Question regarding 9700

I have a 9700, and the IEMI is blocked by a provider on the CDMA network. If I unlock it for use on a GSM network provider, will I be able to create a new BIM account on the GSM network, or will it still the say the account is suspended? Ideally I'd like to change the PIN as well.
