Question RTAS permission to accept command denied.

Does anyone know what this error message means exactly? I get this error when attempting to upload a VSM or clear MEP on a Curve 8900. I've spent the past 6 hours carefully updating my MFI installation, gathering info, and trying to research the issue online. While I found many others having the same problem, no one seems to have posted a solution.

Perhaps there is no solution? Does this error mean that the device is using new security and can't be unlocked? It would be nice to know for sure so I know if I can just give up.
