problem with pantech duo

i just get code from server but i cant input code normally i phone just ask for pin code but now i get this

This phone is only accepts SIMs from specific netowkrs, and has been blocked. Contact you customer service center for the unlock block code.
Unblock code:

[_________]
Re-type new password:
[_________]

Insert a non-ATT SIM card. After you turn it back on, it will display a Subsidy Unlock Code entry request. Enter the code. The phone should continue it's boot process until it becomes fully usable.

man that process i already know but in this phone is diferent
in other phones is like that just ask for unlock code or network pin then i enter code and all ok but this phone is diferent as i say in my previous post ask me for other two codes
