No needs for any RPL... he flashed a good mobile SL2 with the SL3 variant of the firmware.. obviously he lost imei and simlock.
Lucky he has a full rpl back-up in the side (included superdongle)
Flash the mobile with the last firmware version not SL3 (is the 7.23) and write back the RPL (thick plain rpl) and it will be fine
