What was the phone condition before flash.. If its same problem then it hw fault....

before flash my handset was total dead

you can do this try
a) read all certs
b) erase cert with "only NPC" ticked
c) try to read the infos to check if it gets the local mode
d) if it gets the local mode then read the PM and store it safely
e) erase the phone
f) full flash the phone
Important: don't erase the phone if you are not able to do the PM back-up as this mobile is as well in SL3 fromat and if it is, loosing the simlock, you would need an RPL
