did you try to change other sim network if it work?

if not if same error

try fullfactory first if the problem still insist
then flash the phone

Check the mobile's settings if there is any limitation on the outgoing calls and if the network settings are in auto

just for your information, some N95 8gb in france work with one operator and don't work with other one, so blacklister on for one network not for all, it's just an information
