Anyway had a look at your threads all over the forum in different section about this mobile.
You should give me, if you can, the real product code of the mobile (the one on the lable under the battery just to understand, so we should be able to help you about.
Load of chances it doesn't need an rpl

Reading ASK file works only for TI or TI-compatilbe-interface based products.
XGold213 don't containt something like "ASIC PUBLIC ID".
I am not sure, maybe try reading via FBUS interface (not flashbus).
If still not work - ask your RPL provider for VALID rpl FORMAT, so I can know what-to-dump.
Maybe they use SCCI ID for identifying chips, but not sure. Example ASK file from any phone would help me very much.

I asked two RPL providers - none has been able to help me.
And don't I see clear info about FBUS - no pinout, no schematic diagram...
Anyone have FBUS pinout or schematic for RM-799?
Unfortunelly - file RM-799_7lines.rar (thx moulnisky!) don't help - still CS...
Which PM fields are responsible for the basic product code and product code on this phone (as I know customer "plays" with this value)?

No FBUS for this phones as this is XGOLD2 based.
Product code or Basic product code wouldn''t cause CS.

Cause here is damaged Simlock area.
Read PM120-120 and attach here so I can look closer for this.

Your PM and PM120 looks good.
Product code is 059N286 and this is UNLOCKED variant.
So probably someone written PM from other phone, killing simlcok RSA signature.

Last option: what is product code under battery?
