Nokia N95 8GB after unlock still locked

Hello everyone

I got 4 mobiles i unlocked three of them and it worked like a charm the fourth one I tried to unlock it but it wont accept to be in local mode i tried to connect USB charger but it still the same i removed the camera then it read it ok then i unlocked it and it worked successfully BUT AFTER UNLOCKING IT STILL LOCKED!!! this is the info hope for some answers.
