Imei plain is invalid !!!

Phone come to me in this condition and i have not RPL .
Also Phone mising sertificates...

any idea pls help.

Finaly i have restored IMEI and sertificates but phone stay in

Thanks for your replay but that way not working for me.

1.I make restore from CCC&HWC.rpl from other phone.
2.I flash with authorisation modifed PM and everyting is ok now.
