It's Hardware problem, Check or change Camera, Clean Camera Socket for good Contact with Camera, Check Camera ways, refer Schematic for that, Check VCam Voltage on Socket & related Component, Search Camera Solution & Jumper apply from here: Nokia Hardware & Hardware-Repair Area - GSM-Forum P.S.
