without the backup can not do anything but buy the rpl

No way unless u hv back up cos ask2rpl server is also down

if you dont have rpl backup,
only way to give nokia service centre
they can make imei rebuild
normally they buying around 15 dollars for 3110 imei rebuild
no other solutions now
