i think it's for local mode change without flashing

many boxes does not get enough power from the mother board and smps this will be used to supply stable voltage. one side willbe connected to usb port of system with external power supply and other side will be usb extension type where we can connect our boxes with stable voltages.

may it be used as a usb analyzer

USb Analyzer shows you the current required by any of your USB devices

It shows you the power requirements of each dongle or box you use.

This is a product which can be used to increase power supply of usb to any usb device by cable or using batteries .
A very nice innovation by MANOLE
