Most of latest version don't have language which are required. So that is why we need to downgrade ...

This is not working I checked on two phones 5130 and 2690.
When I Erase phone and flash to low version phone goes to local and test mode with damage imei. But when I write RPL so phone does not power on nor goes to local or test mode.

If that's the only reason, why must take risk to downgrade.
The simple solution is just flash the phone with current version MCU file, and flash PPM and CNT with lower version which have language you need.

Example:
6303c already have firmware v10.12 that's only have english language.
You want to change its languange to Urdu that supported by firmware v8.10.

So what you need to do is just flash the phone with:
MCU = v10.12
PPM = v8.10
CNT = v8.10 / v10.12 (its up to you, since CNT only contain default sound, image, theme and application)

There no risk, and simplest way if you only want to change language. (tested many times)

Downgrading is possible on SL3, its not risky if you have the backup & of course you know what you are doing...

I have problem with this:Rm625 Nokia 5228 sw 50.1....there is not a Hungarian language in him.Older sw. is not thawing out to put up!
No ATF box......because it would solve it.

- make backup everything (PM, RPL). ensure your backup is GOOD.
- full erase the phone. use erase file from here., or by get addr feature.
- flash any version, restore your backup
