Problem Flashing

Hello everybody.
I am kind of new in using the Cruiser. ecently i purchased the Se Tool 3 box, well i followed the instructions about flashing the phones But i need an advise from you.
Every single tome i try to flash a phone, I mean i do have the flash files and all, i get the error message on phone to contact the service provider.
I dont know what am i doing wrong.
So here i have the SE S500i and i need to add greek on it.
I connect the box, then i connect the phone, press attach to phone button. I check the phones colour and the software version and the language pach that containg greek.

I press flash ARM --choose the file mentioned above. After flashing is complete i still get this error message.
WHY?

And something else, sometimes when i attach the phone and the box is reading it ,it gives me a lot of options, to umlock RSA flash, and more. But in most cases it gives me just the option to flash. Why is that?

Sorry for a lot of questins. If anyone can help me out i would be grateful.
