It need to test, because many bugs come from AMD.
latest beta drivers are 11.4, but of course they add new bug to CAL > "device busy" and is a bit slower(if compile new kernel). Please users to share their experience here to discover new driver.
Another "new feature" is that HD6990 is still not fully supported, in OpenCL (future of GPGPU) still support only 1 GPU. In CAL (lower layer) fortunately is possible to use 2 GPUs but to have second GPU working, user need to plug dummy DVI adapter(probalby version with 2 DVI ports).

about time, some user example 2xHD5970 850MHz + water colling blocks

I don't know maybe you PSU to low power got and when you do higher frequence it tell not have power and becosue this you got this massage ?
My card work on 840Mhz without problem on 800Mhz work even without higher voltage on core. I got PSU 1050W with 4 line 12V+ everyone with 30A power.

Really problems here can cause only temps and PSU efficiency and performance. If U will overclock card too much but temps will be bellow 100C(Absolute max - AMD specs) then U can only crash driver, nothing more, GPU will not burn. Of course GPU have own overclocking limit too
If U do not changed GPU voltage, but only clocks, so U should keep tracking temps only to be in safe range(better do not go higher than 95C).
If U get system reboot then probably PSU cannot handle it. Remember that PSU wattage cannot be compared 1:1 for power what U need, but U must get about 80% of PSU power. For example U have 1000Watt PSU and UR system(full, cpu+hdd+DVD+gpus etc) need 950Watt then U need at least 1200Watt PSU. Better is to not overload PSU and let it work at 100% of it potentian, because PSU is never calculated to work like this way. Buy one , strong and good quality PSU

Also some differences maybe between different card manufacturers like MSI<>ATI, or just specific model. But for sure U can hit 800MHz even on stock cooler(like me).
