HELP NEDDED basic 4g phone - GSM-Forum

HI Everyone
i'am looking for basic phones using the verizon 4g network
there are some in the market (like the LG Exalt) but i need some modifications
first i want to remove the browser app the email app and even the messaging app. (basically what i need is a kidd's talk only phone on 4g )
although i can do that via adb command but it comes back after a hard reset, so i want to block reset
also i want to block wifi
also to remove all deleted apps from all the internal menu's

I hope some of you can help me with that, i know it will cost me a lot but i'am ready

(also if someone know of a basic gsm 4g that can be modified please let know)
i want it specifically to look as a basic phone

so you are asking for what ? phones to buy ? you have specific phone and want info on it ?
you need to customize your phone ?

looking for developers who can develop custom program to flash basic 4g phones (verizon network)
no specific model

Samsung is possible but in other models only custom roms search forum for tools which edit original firmware I think eft one of them
