You can make SDC with both. PDA + PIT or BL + PIT. Both are supported.

I think you have any misunderstood about "Create by alone Sdc File" and what's one Sdc File already.

Correct me if i am wrong ,, Only Bootloader is needed to make SDC file and there is no need pit file , as i will choose ''Generic Samsung PIT file''
