lumia 520 " not for resale " - GSM-Forum

i hav nokia lumia 520 deadbot with ic emmc protect "yes" , then remove protect emmc and repair boot (direct emmc ) and full flash with atf ,

lumia 520 now alive but show " not for resale " , i'm chek imei *#06# show normal imei , but if with sim card ,phone not any network ,

atf team give me solution ,plz ?
