Remove 4 pieces of Shield as shown in this pictures:

Since the contact pads on PCB are not golden - are they usable?

It should be live after you remove silkscreen mask.

You can clearly see pull up resistor on RESOUT_N which is a clear indication that the connection on that pad is active.
