nokia 700 after erase super dongle failed....plz Help

I recv Nokia 700 when i erase flash backup 1st these three simlock bkup rpl bkup and pm bkup also ask file bkup

I flash and restore rpl bkup n pm bkup phone working ok but restart sometime when i chk super dongle test failed, how to repair super dongle i dont have atf network credit nor sx4 card plz HELP

I every time got this prob on many phones after flash

You need to activate ATF network to repair SD . Its essential , No help without it
