Is there no possibility of removing frp in fastboot mode?
Phone is locked and can't get to enable adb mode.

Yes, htc frp can remove via fastboot.

Hello,

with this M9:

Just put Htc in "Download Mode", phone should be in "Bootloader mode" and send this Command from "Adb&fastboot" Window:
