What's the process here? Are we jumping with wire or what?

Hi, My iphone 3gs is not charging and i believe it is a hardware issue. I have changed the battery to a new one. Can you explain what I should be doing with the picture illustrated above.

that is the battery terminal way,in some case its also working

I understand it's the battery terminal, but what are we supposed to do with the picture? I've tested across those points and the top pad doesn't make a connection to that spot on any board I have.
