3Gs Power on only with charger and Err 21

Phone came broken screen, so fall damage, the rest unknown.

When connected to USB/Charger enters restore mode (Not DFU)
- When disconnected, turns off.

When restored via iTunes Error 21.

Tested with a known working, LCD & Digitizer, battery, dock connector and power flex cable.

Battery ways checked from what is mentioned in iPhone solutions with pic thread.

Fuses Jumped....
(R35_RF, L7_AP and L13_AP)

I'm a bit lost from here where to go as it seems I have to separate problems:
1. It won't stay on without the charger.
2. The Error 21

While writing this post I noticed a dodgy looking pin. 8th one from the top right of the dock connector as shown in attached file.

This seems to be pin 27 on J3_AP which is USB_POWR_NO_PROTECT_CONN and leads to L7_AP and L13_AP. There is continuity between J3_AP_27 and L7_AP, L13_AP.

Any help is much appreciated.

If you try other battery,jumped the fuse then it is PMIC problem because it is not sensing VBAT from battery this why it work with cable and it show error 21 because possible PMIC not output 1.8 voltage for mass memory NAND ic.
I recommend to chk voltages first {iPhone, iPad} Components, Schematics, Diagrams etc....
To check for voltages use battery after you press power button chk them and post here what voltage is missing or low.
Then you can chk only with cable to see the difference.
By the way chk if this pin not short to gnd it is 5V for charging,also chk for heat entire board with charged battery then with cable.

Which pin would that be?
Board is not heating on battery or cable.

Here are my read outs, 1st with battery and 2nd with cable

That image is not the same phone, only a image I found online, i can make a picture if you like.

Possible to properly remove 338S0768 for reball? or do you have to use a replacement?
