5S no service , unable to load network list

Iphone 5S
factory unlocked

after drop and front replacement can not connect to the network

keeps saying no service
When manual searching for network comes with a pop-up
" unable to load network list"

Tried:
reset network settings
restore from DFU mode

both did not help
