Help please - iPhone 6 blue screen / will not restore correctly

I have iPhone 6 that was water damaged, had dead short on C1603 that prevented battery power from board. This is corrected and have power back to the board. Phone will flash a white screen with apple logo and then go to blue screen. Try to restore several times (dfu mode also). I will get an error 27 when I try to update the software. If I try in DFU mode, the restore process will run complete, without issues and at end of restore iTunes just flips screens from the restore screen to the default iTunes screen and give message "There is a problem with the iPhone that requires it to be updated or restored" (no iTunes error messages). I do at this point get the phone serial number showing on the screen with the options to restore or update the phone again. I have checked the board and no screws have been put in incorrectly. While the phone was water damaged, it is still very clean and did not have very much corrosion except on the speaker amp circuit and this is corrected now.

I notice when I check L1213 in diode mode I get a beep on both sides to ground? 74 ohms from each side to ground. Am I wrong to think there is a short somewhere here?

L1213 is a coil. So your reading should be a few ohm.
Remember that the mulimeter sends 3volt into your board to create the beep sound when its used on diode mode. This could damage your IC's if your probe touch by acident a wrong point. Always keep your meter on ohm mode to avoid more damage
